[PWA] Export and import local reader data

Outcome

Give readers a simple backup path before server-side synchronization exists.

Acceptance criteria

• Settings, progress, completion, bookmarks, highlights, and notes export to versioned JSON.
• Import validates the file before changing local state.
• Merge and replace behavior is explicit.
• Malformed imports cannot execute code or corrupt existing state.
