Required inputs

  • Architecture disposition from OIC-GC-002.
  • ZTL evidence from OIC-GC-003 and OIC-GC-006.
  • VEIP dossier from OIC-GC-004.
  • Corpus provenance from OIC-GC-005.
  • Licensing/dependency review from OIC-GC-008.
  • Repository-control evidence from OIC-GC-001.

Required outputs

  • Consolidated evidence docket with pass/open/blocked status for every gate dependency.
  • Explicit owner decision retaining or changing the semantic implementation gate.
  • If authorized, a separately reviewed owner-directed change proposal for STATUS.md.

Acceptance criteria

  • No prerequisite is treated as closed without its required evidence and authority.
  • Conflicts, limitations, missing evidence, and proposed interpretations are explicit.
  • Only the final product/design authority determines whether STATUS.md may change.
  • Decision is recorded through reviewed repository process and not self-merged.

Explicit non-goals

  • No automatic gate opening.
  • No semantic implementation, adapter execution, admission, envelope generation, Rego generation, runtime decision, or readiness claim.
  • This issue must not be closed merely because component work has started.

Dependencies

  • OIC-GC-001 through OIC-GC-006 and OIC-GC-008.
  • Blocked until the owner determines the evidence docket is complete.

Current gate impact

This is the only consolidation point for a future owner decision. The semantic implementation gate remains BLOCKED unless an explicit owner decision changes STATUS.md.
