Consider defining what a technical plenary is and setting requirements related to it

It's probably a bit surprising to a casual reader of the Process document that the concept of a technical plenary, or of TPAC, nowhere appears in the document. I suspect many members expect part of their annual dues to be used to fund W3C's premier annual event, so perhaps the Process document should make that expectation explicit.

And to be clear, I'm not proposing that the Process document go into tremendous detail here. Merely that it define minimal and non-onerous expectations that I suspect the membership already has, and to leave all the details and execution to the Team, who have ably run TPAC for many, many years and should continue to do so.

I am not sure there is a non-onerous version of running TPAC, but I coming up on a quarter of a century into its history it seems like it is still a very ipmortant event in the W3C calendar, and as such probably should be in the process (until that changes).
