Add D/DEVCOM and D/ACD to ADR and Roster Statistics

What this does

• ADR (adr/page.jsx): D/DEVCOM gets its own "Development Command" section. D/ACD goes under Auxiliary Combat Division.
• Roster Statistics (BilletBank.jsx, rosterstatistics/page.jsx): adds D/ACD (delta4) and the DEVCOM arrays. Also refreshes charlie4 (C/ACD), which had drifted from what /roster/groups returns now.
• Chart colors (statistics.jsx): the regiment chart assigns colors by position, so new segments need a matching entry or they show up blank. Added them for C/ACD and D/ACD.

Testing

Ran it locally: D/DEVCOM and D/ACD show the right members on the ADR, and the new segments render on Statistics. IDs pulled from /roster/groups.

Left out on purpose

• ACD and DEVCOM both still live under the acd object, which conflates R&DC (the parent) with ACD (a child of it). Filed it separately as Refactor acd naming: separate ACD and DEVCOM as siblings under R&DC #157
