Keep diagnostic and rule-description output within the 80-column log target by tightening PCIe, PMU, RAS, and SMMU wording. Also abbreviate PCIe device-info fields and selected specification references while preserving the intended meaning of the messages. Change-Id: I5cc1726e2da89ab0cae88f101b0288c0c10daca7
