Update BSA and SBSA testcase checklist entries to match the latest rule_metadata.c descriptions and platform coverage. Align BSA UEFI coverage using the latest ACPI RDV3 regression results, including memory and PCIe rule coverage, while leaving PAL-not-supported rules marked unsupported for that layer. Align SBSA checklist descriptions and platform coverage, including S_L3_01 and S_L7ENT_1, against rule_metadata.c and the SBSA ACPI RDV3 regression result.
