What does this implement/fix?

Pins the ApolloAutomation/Workflows/label-check.yml reusable workflow reference from the mutable @main ref to the current reviewed commit SHA, matching how the repo already pins third-party actions. A change to the Workflows repo could otherwise silently change what runs here. The build.yml reference is pinned separately on the unified/firmware-channel branch (PR #70). Ports the fix from AIR-1 #118.

Trade-off: future Workflows updates need a pin bump in this repo.
