Align release workflow with Standards blueprint

Summary

• Align AtlassianPS.Configuration with the canonical AtlassianPS.Standards release blueprint.
• Bump AtlassianPS.Standards to 0.1.11 and pin Standards workflow actions to 6fe5d05db84cdd10c9e4284e235a8f359c9537ad.
• Replace legacy changelog-to-release release body generation with build-release-notes and body_path.
• Source publish-time manifest ReleaseNotes through Get-AtlassianPSReleaseNotesFromChangelog.
• Add release blueprint guard coverage and a short repo-specific release runbook linking to the Standards blueprint.
