Disable queue panel while shuffle is active

Summary

• Disable the web queue button when shuffle is enabled so the panel no longer shows a misleading linear queue.
• Show a tooltip and toast prompting the user to turn shuffle off before opening the queue.
• Hide queue and new-feature indicators while the queue is unavailable.
