This PR updates the typespec-python-regenerate GitHub Actions workflow to better align main-based regeneration runs with the latest origin/main state before copying regenerated tests, and to centralize git author configuration for commits made by the workflow.
Changes:
- Adds a single “Configure git author” step to set the commit author consistently for all subsequent git operations.
- For non-PR runs, merges
origin/maininto the regeneration source branch before copying regenerated tests.

Sync main-based regeneration runs with
