fix: recover menu and tooltip CI baseline

Summary

This recovery PR supersedes the two mutually CI-blocked reviewed PRs: #91 and #93.

• restores the reviewed Angular Components submenu and menu Tab behavior from fix: restore Angular Components submenu interactions #91, including its browser E2E coverage
• applies the reviewed plain-tooltip dismissal fix from fix(tooltip): dismiss plain tooltips on leave #93 while retaining rich-tooltip pointer grace
• adds only a non-behavioral motion-literal-exempt explanation for fix: restore Angular Components submenu interactions #91's existing test-only dwell, required by the current token/motion quality gate

Integration

#91 was transplanted as its complete three-commit reviewed series, followed by #93, onto latest origin/main (4f63394). This avoids dropping #91's prerequisite submenu changes. The series applied cleanly; no source conflict resolution was needed.

Pinned Node v24.18.0 and pnpm 11.12.0:
