Breaking change

Proposed change

Reroute the charge-port door, front trunk, and rear trunk covers to the vehicle's
own VCSEC closure broadcasts when it is BLE paired, reusing the BLE data manager's
connection-generation availability. Open/close commands still route through the
existing command router. Windows stay on the stream and the sunroof is unchanged.
Unknown closure enums resolve to unavailable rather than a false state.

This stacks on #977 (its base branch), the binary-sensor PR that adds the BLE
data manager, and is part of the series moving cheapest-source vehicle values
onto the local Bluetooth link.

Bring the cover platform up onto the re-shaped D9-1 tip: BLE connectivity now
comes from tesla-fleet-api 1.8.0's listen_connection_status. Resolve the
_setup_ble test helper to keep the platforms parameter while adopting the
event-driven connection default, and drive the cover link-loss test off the
library disconnect event instead of the removed 5-second watcher.
