Breaking change

Proposed change

Reroute the two Model X third-row seat-heater selects to a parked
climate_state() INFO read when the vehicle is BLE paired, reusing the
sleep-aware scheduler from #981 and its second serialized endpoint (closures +
climate never issue an aggregate call). Set commands still route through the
command router. The rear_seat_heaters == 3 and third_row_seats != "None"
metadata gate is preserved, with both present and absent tests.

This stacks on #981 (its base branch), the last rung of the local-Bluetooth
read series.

Bring the third-row platform up onto the re-shaped D9-1 tip so its BLE
connectivity comes from tesla-fleet-api 1.8.0's listen_connection_status.
