[stack 36/37] Keep CLI tests out of Cargo binary discovery

Part 36/37 of the dependency-ordered native macOS evidence-workbench stack.

This final cleanup layer moves the extracted CLI tests out of Cargo auto-discovered src/bin/ while preserving the module-based test suite. The full locked Rust run passes: 1,049 executed tests across library, app, MCP, and integration targets; 24 intentionally ignored; 0 failed. The three deterministic fixture-drift tests tracked by #199 pass.

No merge, release, signing, notarization, migration, or Tauri cutover is included.

Superseded by the ordering-safe fix: the test module now moves at first introduction in PR #220, and the real CLI includes it from its new location in PR #227. The final independent-review fix remains in PR #240, now based directly on PR #238. No code was merged or released.
