All Cratis repositories ran Update Packages at exactly 06:00 UTC, launching 36 simultaneous jobs (plus their push-triggered CI cascades) into the organization's shared 20-slot hosted-runner pool, contributing to the 2026-08-25 runner starvation. Each repository now has a deterministic schedule spread across 03:00-06:59 UTC, off the congested top of the hour.

25 5 * * *(UTC), assigned deterministically so no two repos share a minute and none sit on the congested top of the hour. One-line change; YAML validated.
