Adds Eval Case v2, isolated Run/Case/Attempt workspaces, repeat stability metrics, quota handling, repository pollution guards, approval-policy safety evals, and offline/manual GitHub Actions gates. Shell policy follows option B: arbitrary non-recursive commands require explicit approval; recursive and batch deletion remain hard-denied. Verification: 36 affected tests passed; git diff --check passed. Live smoke found one valid tool-budget failure, one read-only pass, and verified that rejected Shell approval produces user_denied with zero successful Shell execution.
