The new index row keeps the status language bounded: exercises-spec, explicitly non-normative, and not a full DACS conformance certification. That matches the partner-kit shape and avoids overstating it as golden-vector conformance.

What and why
Adds the standalone pathos-dacs partner kit to the Community tools catalogue as an external MIT project.
The kit is a self-contained Node 18+ sanity runner covering JCS canonical form (§B.2), signature domain separation (§B.7), DACS-4 evidenceHash, and DACS-5 §10.4.1/R5-1 signed-scope drift.
