[chain-pr 8/12] Migrate Logs SDK to async SessionManager and bufferedData consumers

This PR is part of a chain split from #0 v7 by chain-pr.

Changes

Replace logsSessionManager with the shared SessionManager. Rework preStartLogs/startLogs to await the session manager Promise, route console/network/runtime errors through bufferedDataObservable, drop usePciIntake and forwardErrorsToLogs→console.error linking, simplify network error filtering. Remove logsSessionManager and mockLogsSessionManager.
