Adds the UNITE-specific layer above PR #4: clean-stack contract validation, immutable candidate staging, exact-step requeue integration, strict checkpoint/optimizer/scheduler/EMA validation, validation telemetry, and signed cutover state transitions. Deployment identities remain inputs; this does not add a second training launcher or authorize production cutover.
The branch is rebased directly onto PR #4 head 0cabc84 with 0 commits behind and 3 ahead. Verification: Ruff passed and the complete stacked suite passed 341 tests. No ICE job was submitted by this PR audit.
Reviewability note: the fail-closed transition validators are intentionally explicit; the largest file is the signed cutover record writer. This is the remaining size/complexity hotspot and should receive focused review.
