Harden ICE clean DP campaign launch contract

Summary

• replace the smoke-only ICE script with one preflight/smoke/full entrypoint
• fail closed on experiment checkpoint restore and validate the exact clean two-domain standard-DP graph
• require one H100 or H200, a passed smoke, exact normalization, split, budget, validation, and checkpoint identities
• distinguish smoke from full runs and publish step-level DP MSE telemetry
