Summary

make the missing AWS_REGION unit test independent from workflow-level AWS_REGION
unblocks the tag publish workflow, which sets AWS_REGION for AWS CLI operations

Validation

AWS_REGION=us-west-2 go test ./... in services/github-token-broker
moon run github-token-broker:check --summary minimal
git diff --check
