- install openTEPES from a git submodule (editable, via postBuild) and drop the stale numpy<2 / scikit-learn-extra pins that silently downgraded it
- migrate the 9n case to the current schema; set a Binder-friendly TimeStep
- rework the planning/operation problem notebooks (4.1-4.5) and 2.1 to derive from 9n with Option-flag toggles; 03 Stages now uses the 9n7y case
- add step-by-step sweep-mode tutorials (05 + 5.1/5.2/5.3), pre-executed so results are visible
- rename 04 to Planning-and-Operation-Problems; CI now solves 9n
