Batch cutout generation for DL from EO tiles
TBatcher facilitates the creation and feeding of smalll scale cutouts to TF based ML/DL training for largeg scale EO/satelite data tiles.
This is currently work in progress, with prototypes of the basic functionaity available in the prototype folder.
