Update version, installer URL, SHA256, and release date for the published v1.1.24 release (winget-pkgs PR #419078). Revert the locale Description to the 1.1.20 wording: the reworded 1.1.21/1.1.22 text tripped the winget Policy-Test-1.2 metadata scan on every run, while the 1.1.20 text passed validation cleanly with a standing waiver.
