Repair v0.1.1 release pipeline

Summary

• replace the retired macos-13 Intel runner with GitHub's current macos-15-intel label
• move official Actions to Node.js 24-compatible majors (checkout@v7, upload-artifact@v7, download-artifact@v8, attest-build-provenance@v4)
• bump the package to v0.1.1 and document the release-pipeline repair

Why

The v0.1.0 tag build completed crate, Windows, Linux, and macOS ARM64 jobs, but its Intel job remained queued because GitHub no longer offers macos-13. The public v0.1.0 tag is intentionally not moved.

• ./scripts/verify.ps1 passed

• crate package verification and release build passed
• deterministic healthy reports and expected broken/regression exit paths passed
