Adds Trunk's supported .trunk/setup-ci/action.yaml hook to install nested frontend/web npm dependencies before linting, and aligns Trunk ESLint/Prettier pins with the locked package toolchain. PR322 logs showed ESLint 8 could not discover frontend/web/eslint.config.js and Prettier could not resolve prettier-plugin-svelte. Upstream Trunk documents this setup hook. Local npm ci plus npm exec eslint and prettier checks pass; actionlint, YAML parse, and git diff checks pass. Draft only; cargo-semver policy unchanged.
