Increase briefing speed to vanilla parity

Briefing text speed is currently 50% slower than vanilla (e.g. 12 seconds instead of 8).

Vanilla depends on fps. OpenUA vsync on 60fps as best. On that speed still correctly work math and already smooth. Algorithm is identical with vanilla. gfx.maxfps option for setting fps

I didn't notice any difference with gfx.maxfps at 30 or at 120.

I still can't find how to reduce the delay before the Resistance host station is shown on the map.
