Summary

• replace or remove the confirmed dead Calgary, StoonMesh, Mesh Quebec, and Saguenay contacts, record a fresh review date for every kept contact and listing, and make expired contacts or overdue reviews fail validation
• keep the region editor lightweight until someone chooses a proposal type, defer Turnstile until the review step, remove the unused national partition download, and expose a deterministic startup state
• replace the 274 KB shared PNG with separate 1 KB SVG header and favicon assets
• require validate, browser, and lighthouse plus resolved review conversations on main while preserving the existing code-owner review and administrator break-glass rules (repository setting, applied and verified separately)

Measured result

• editor first mobile load: about 6.19 MB before, 471 KB now; no membership CSV, national partition, or Turnstile request before a proposal starts
• header logo + favicon: about 275 KB before, 2.3 KB transferred now
• community directory: 24 listings and 57 kept contacts; 52 verified, 5 recently checked but still marked for manual review

Validation

• 73 content tests and 66 editor tests
• 14 Python content tests
• strict bilingual build: 57 English and 57 French pages
• built-link audit: 128 pages and 12,671 local references
• Playwright matrix: 389 passed, 34 intentional skips; three end-of-run mobile WebKit resource/time failures all passed in isolated one-worker reruns (18/18 accessibility checks and 1/1 responsive table case)
• Lighthouse: 0.98–1.00 performance, 1.00 accessibility, 0.96 best practices, 0.92–1.00 SEO across all audited English and French routes
• final English homepage, French homepage, and French editor inspected in the rendered build with no horizontal overflow
