harness: adopt the jsr pin, dissolve the lib - #34

.runseal/lib dissolves; wrappers import jsr:@perish/harness@0.1.0-beta.2 (exact pin, frozen lock). Guard grows the cache (--fresh bypass): warm rerun short-circuits to a cache hit. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
