Verified against code: CLI is fully shipped (convert/validate/validate-csv/countries, confidence scores, FINplus error codes T9351-T9354). REST API and web UI were presented as shipped but no server module exists in this repo — fastapi/uvicorn are declared-but-unused optional deps, no Dockerfile. Restructured README into shipped-vs-planned sections; didn't delete any claims, just scoped them honestly. Part of ORG-POLISH.
