Problem

Keep plugin SDK Go modules and GitHub Actions current via Mend Renovate without per-repo policy drift.

Approach

Add renovate.json extending github>prairie-server/prairie-server//renovate-presets/go-service (Actions + gomod, gomodTidy).

Depends on merging the prairie-server Renovate presets PR first.

Testing

JSON validated with json.load. Config-only change.
