Raises the CI coverage floor from 90% to 95% and adds unit tests so the gate passes.

  • COVER_MIN / check scripts → 95%
  • Additional tests for config, convert, manifest, and runtimehost edge paths
  • Runtime / runtimedefault remain excluded from the cover profile (go-plugin glue), same as before
