fix(deps): enable Renovate forkProcessing

Problem

Mend Renovate reports this repo disabled because it is still a GitHub fork of the Silo network.

Approach

Add "forkProcessing": "enabled" to root renovate.json so Mend processes the fork under an all-repos install.

Testing

Config-only. Re-run a manual Mend scan after merge.
