feat: sync silo-plugins catalog upstream - #7

The catalog pinned SDK v0.10.0, which predates the watch_sync_provider.v1 capability type, so update-catalog rejected the Floppy source manifest with "unknown type". Bumping to v0.13.2 teaches the manifest validator that type and registers silo.watchprovider.floppy v0.2.3, the catalog's first watch-sync provider. Existing entries are unchanged.
