[codex] Add setup, wallet, chat, and update workflows

Summary

• Add setup/reconfigure endpoint connection checks with retry/continue options, local Core API-key detection, and a Run initial setup path.
• Add Qortium Home wallet-file login, dragged-path normalization, and encrypted v2 multi-key wallet creation for new accounts.
• Update Register Name to list owned names and support updating an existing name.
• Add rich Qortium Chat envelope support for replies, edits, and reactions, plus /reply, /edit, /react, /help, and /? slash commands.
• Add 8) Help/Info - Documentation and changelog with a What's New? v0.3.0 entry.
• Add startup GitHub release notices with stable/prerelease selection rules.

Install From This Branch

pipx install --force "git+https://github.com/QortiumDev/Qortium-Python-CLI.git@feature/endpoint-connection-check"

If already installed with pipx, the same command reinstalls from this branch for testing.

Validation

/tmp/qortium-python-cli-test-venv/bin/python -m unittest discover -s tests -v

Result: 105 tests passed.
