decisions/0023 deployed a fleet-wide AGENTS.md to the mirror root. This repo's own copy of the Claude Code specifics text (and, where present, the redundant no-secrets-in-this-repo restatement already covered by the global instruction file) is replaced with a one-line pointer, now that a claude-rc or dedicated-environment session inherits the root file by ordinary parent-directory loading -- confirmed behaviorally, not assumed, before this pass ran.
