A technology is not one documentation tree, and a name is not a URL. This implements both, with the measurements that decided each threshold. Resolution gains a six-lap ladder (memory, own domain, registry, name shape, evidence left by failed candidates, registry search) behind one identity gate. The gate is the point: a wrong answer stamped `verified` is worse than no answer, so the bar is agreement between sources that did not consult each other, never familiarity. Measured 1/20 -> 11/20 -> 9/20 across runs; the regression is deliberate, buying back three confidently wrong answers. Federation splits a technology into corpora, each with its own count and its own completeness, so an unselected corpus is listed with its magnitude rather than silently absent. Selection declares scope and never filters inside it. Relevance moves to read time, so stored corpora stay whole. Harvests run on a deadline and hand back a job id instead of stalling every MCP client. Extraction fall-through to <body> drops 11.1% -> 2.8% over 388 measured pages. 536 tests pass, 48 skipped (Postgres and live-network, both covered in CI). Also ignores .claude/, which was about to commit a stale duplicate of the entire source tree from an old worktree. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
