Summary
Skip three flaky distributed tests on ROCm to stabilize
release/2.11TheRock CI. This disables the FSDP overlap and monitored-barrier tests on ROCm while narrowly skipping only the failing mixture-of-experts variant. Non-ROCm configurations remain enabled.
