Tiny fixup PR — I missed bumping refactron-py/pyproject.toml in PR #70.

The release workflow's validate-tag step fails the publish if package.json (now 0.2.4), refactron-py/pyproject.toml (was still 0.2.3), and the git tag don't all match. Bumping pyproject to 0.2.4 so tagging v0.2.4 proceeds cleanly.

One-line diff. Safe to merge and tag immediately.
