ci: crates.io publish workflow + packaging hygiene - #3

Conversation
Add .github/workflows/publish.yml: on a v* tag, verify the tag matches Cargo.toml's version, authenticate to crates.io via Trusted Publishing (OIDC, no stored token), and run cargo publish. Exclude /docs/superpowers/ (internal design docs) and /.idea/ from the published package — cargo was sweeping both untracked dirs into the crate.

Adds a tag-triggered publish workflow (Trusted Publishing / OIDC — no stored token) that verifies the tag matches
Cargo.tomlbeforecargo publish.Also fixes packaging hygiene:
cargo packagewas including the untracked.idea/IDE files anddocs/superpowers/internal design docs. Both are now gitignored, so the published crate drops from picking those up to a clean 32-file package (verified viacargo publish --dry-run).One-time setup required before the workflow can publish: add a Trusted Publisher for this repo on crates.io pointing at
publish.yml.
