Creates a new toggle that introduces a stable system prompt.
Without this, it would break prompt cache on every new user message. This drastically slows down responses when running your own server. Possibly also increases token cost, but I can't verify this since I run my own llama.cpp server.
Generated the translations using GLM 5.2, not sure how else to do this
