Authentication Requirements

Must support UTD SSO for student, and UTD staff/faculty login to site
Must support email OTP login for users without a UTD account or netid
Must not have sign up flow, users must be added by admins only
Must deny login to UTD students and staff/faculty if a user has not been created for them by an admin already
