Adds DELETE /:id endpoint to the announcements worker. Removes entries from both SQLite (source of truth) and KV mirror. Requires Bearer token auth. This allows cleaning up test/mistake entries that otherwise keep reappearing from the DO SQLite after KV is cleared manually.
