Adopts the team's Google-style clang-format across all 27 source files
(configs from pool_cpp: .clang-format, .cpplintrc, .editorconfig).
Pure formatting — clang-format cannot change semantics. Verified per batch:
three tiers -Werror clean, full suite 511/511 assertions green, no regression.
normalize.sh --check passes (advisory differences on manually-aligned headers
are expected and non-blocking).
cpplint fix-ups (include ordering, header guards, explicit constructors) will
follow in a separate branch — this PR is formatting only.
