[REF] README.rst: Add to README the release process with bump2version - #233

Add a "Release process" section to README.rst explaining the full steps to publish a new version: - Ensure main is up to date and clean before releasing - Run bump2version to bump version and create commit/tag - Sign the release tag (required for CI to trigger the PyPI build) - Push branch and tags to origin This documents the manual steps currently used by maintainers so new contributors can reproduce a release without tribal knowledge.
