[codex] Generate reference picker filters

Summary

• Adds local Generate reference picker filters for starred images, current project, latest-run preference/isolation, and media kind.
• Keeps primary, global, and composition buckets local to the page and preserves /output/* and /media/* reference URL strings.
• Extends the portal smoke fixture to exercise the new filters, selected counts, and /output plus /media selection without adding uploads, storage, or backend resolver changes.

Closes #294
