Closes #419

Add a new required check that shows an error if the readme.txt file is empty.

Testing instructions:
Delete the content of a readme.txt in a theme that is installed.
Run Theme Check.
Confirm that there is an error message about the readme being empty.

REQUIRED: The readme.txt file is empty.

I checked it but it's showing Publish your branch to me,

Is this something you can do or do i need to publish from my end?
