This pull request introduces significant improvements to the handling of SST and Vercel secret inventory and pruning, as well as enhancements to Vercel environment support.

Allows users to deploy secrets and variables to custom Vercel environments other than production and preview.
Ownership now compares normalized slug sets, ensuring correct identification and management of environment variables.
