Fixes the red Python stabilization check caused by music-router tests requiring locally installed Pixabay MP3 files in a clean GitHub Actions checkout. The production loader remains fail-closed when assets are absent. Tests now validate the sealed catalog without private media and use deterministic temporary files for byte-length and SHA-256 integrity failures.\n\nValidation:\n- 830/830 unit tests pass\n- 67/67 isolated Python modules pass\n- HookGate offline evaluation passes all hard guardrails\n- 830/830 tests pass in a clean checkout containing no MP3 assets
