Enable portal-assisted agents to prefer LAN Zenoh while keeping portal NATS as fallback, discover routes from registry status.local_zenoh, and let edge devices advertise reachable locators (including container override via DEVICE_CONNECT_LOCAL_ZENOH_ROUTES).
